It used to be Attachments: Up to 10 attachments including images can be used with a maximum of 3. We have seen the same issue on a few computers. The solution is a LOT simpler than dealing with the registry or reinstalling Teams.
It's the basic process of just re-enabling the add-in. The Teams add-in is likely showing at the bottom under Disabled Add-ins.
